Finland is a good market for medical device companies from a market access perspective.
The key challenge from a reimbursement perspective is decentralization of the health care system and differences in payment mechanisms. Finland is divided into 20 hospital districts, that have autonomy in the selection of payment model. Global budget, DRG system, and tariff for the procedure payment models are used by different hospital districts. Also, different districts can use different versions of DRG systems and for different purposes (reimbursement, benchmarking, budget allocation).
Similar to Norway and Sweden, lack of established reimbursement is not the key challenge in market access in Finland. The key is adoption by end users of the technology. Health technology assessment environment is developing as well, after a period of being put on hold.
