The Netherlands is a very attractive market for medical technologies. Tariffs for hospital care are among the highest in Europe.
All hospital procedures are reimbursed via the DRG system. Majority of the DRGs do not have national tariff and negotiated between individual hospitals and insurance companies. There is no add-on reimbursement for medical devices. Another interesting aspect of the system is that one DRG covers the period of care of four months for one disease, which creates a form of a bundled payment for integrated care.
Market access is rather complicated in the Netherlands. It has two aspects: reimbursement (creation of procedure code and allocation to DRG by the Dutch Healthcare Authority) and funding (inclusion into Basic Health Insurance by the Dutch Healthcare Institute). Inclusion in BHI is based on the review of clinical evidence via national health technology assessment.
We built this seminar based on experience from dozens of market access projects in the Netherlands, to help develop a better understanding of the market access landscape in the country and to inform better business decisions whether to go to this market or not and if yes, how to approach it.
Key stakeholders are reviewed, including payers, policy-makers, manager of DRG system and organizations responsible for innovation payment scheme
Money flow and distribution of funds, compartments of Dutch healthcare system, an overview of the hospital payment system (DRG system), the process for inclusion of novel procedures in the DRG system
Coverage of services within the Basic Health Insurance, process of inclusion of novel procedures into the system
Small scale experiment and subsidy for promising care schemes, old scheme of conditional reimbursement for medical technologies
Some topics are not specifically covered in this seminar: reimbursement model in out-patient settings, reimbursement for medical aids (devices for home use) and in-vitro diagnostic tests, funding of capital equipment.
The introductory presentation also does not include details of reimbursement application processes (for example application form, requirements, details of the process for the creation of procedure code or DRG change).
