Hospital payment system is complex in Romania. There are several payment mechanisms in place, including tariff per solved case (on the basis of DRG or tariff per case), global budget and fixed budget for National Curative Programs. National Health Insurance House (NHIH) and the Ministry of Health (MoH) are key reimbursement stakeholders that develop framework agreement introducing payment models every two years.
